To meet the challenge of the rental stock's sustainability, we advocate for a mix of measures to give landlords concrete tools suited to the reality of the existing stock: tax incentives, simple and accessible programs, and a clear, coherent regulatory framework — to the benefit of tenant comfort, the longevity of the stock, and the energy transition.

Act R-20, permit delays, and renovation standards

Renovating and improving the rental housing stock requires a realistic regulatory framework. We aim to reduce disproportionate barriers (R-20, permit delays, etc.) in order to accelerate renovation work and projects, while maintaining high standards of safety, quality, and performance.

 

What we advocate for

  • Reasonable and predictable permit timelines to concretely and quickly move renovation projects forward.
  • A revision of R-20 regulations so they are better adapted to the realities of landlords.
  • Simplified procedures and clear rules adapted to the realities of renovating the existing housing stock, in order to ensure performance without imposing disproportionate constraints.

Climate change and disasters

Climate change-related disasters are becoming more frequent and are weakening the rental housing stock. We support measures to protect buildings and assist landlords after disasters by combining prevention, adaptation, and targeted financial support.

Vulnerable persons

Situations of vulnerability (mental health, physical health, economic and social hardship) concern all stakeholders. Public responses must therefore protect vulnerable individuals while maintaining the viability of the housing supply. It is urgent to enhance the Rent Supplement Program and support mechanisms to meet these needs.

  • Enhancements to the Rent Supplement Program (clear criteria adapted to real needs, increased funding).
  • Partnership-based solutions between the private and public sectors: policymakers and public agencies, community organizations and non-profits working in homelessness, and private landlords.

Modernize Quebec’s framework by regulating security deposits transparently and proportionately. Inspired by international best practices, this approach would aim to protect housing units, reduce disputes, and provide security for all parties, while preserving access to housing and maintaining balance in the rental market.

  • A capped, regulated, and transparent security deposit, including adjustments in the presence of a pet, as a conflict prevention tool that does not hinder access to housing.
  • Secure trust-held funds, with the possibility of transfer to avoid double payment.
  • A written and documented move-in inspection report to reduce disputes.
  • Clear refund rules and prevention tools (insurance, credit checks, pet regulations).

Rent registry

A rent registry may be presented as a solution to housing affordability. However, several international experiences show that it can create unintended consequences for investment, renovations, and housing supply. We advocate for effective transparency measures without weakening Quebec’s rental housing stock.
